Der er åbnet en Albansk-Østrigsk skole i Shkodra og åbnet for vandet i Fushë-Krujës.

Destruktion af 300 tons pesticider. Myndighederne har fjernet pesticider fra en fabrik i Bishti i Palles (40 km Vest for Tirana og tæt på Adriaterhavet). Fabrikken lukkede for 15 år siden. Man mener at landbrug og drikkevand er blevet påvirket af udslip.

Tre Albanere er udleveret til Albanske Myndigheder ved Interpol's mellemkomst, bl.a. Andre Prenga som tidl. gik under navnet Ndre Suma.

Problemer for flere Albanske aviser. Nogle trykkerier har været nødt til at lukke pga stor gæld.

Den Serbiske Regering skriver: Head of the Coordinating Centre for Kosovo-Metohija Sanda Raskovic-Ivic [billedet] said today that Serbian authorities will request that UN Secretary-General Kofi Annan clarifies the statement made by his envoy for Kosovo status Marti Ahtisaari that "the Serbs are guilty as a nation."

Nine people were injured in a hand grenade explosion on Saturday at about 7:00 p.m. in the garden patio of the Dolce Vita cafe in Kosovska Mitrovica near the Ibar River bridge, among them one UNMIK policeman. According to our reporter on the scene the wounded are in stable condition. Six people have been detained for treatment in the Department of Surgery of Kosovska Mitrovica Hospital, two have been released, and the international policeman has been transferred to a KFOR military hospital at the request of UNMIK.

The injured are Sasa Gvozdic, Jelena Mirkovic, Bojan Bojovic, Pavle Zdravkovic, Kemal Vranes, Katarina Devdic, Jovan Kragovic and Batric Vulikic. At the time of the attack there were about 20 people in the Dolce Vita cafe.

This morning the situation is calm although Mitrovica residents are visibly disturbed by last night's incident. This morning there are no Kosovo Police Service or KFOR reinforcements on the bridge separating the northern and southern parts of Kosovska Mitrovica. The citizens of northern Mitrovica have organized themselves and as of last night have guards in position to protect them from unwanted and aggressive guests representing a threat to their lives.

According to eyewitness testimony, the hand grenade was lobbed at the cafe by a young man who crossed the bridge from the southern, Albanian inhabited part of town. The Kosovo Police Service has advised that the attacker has arrested but did not reveal his identity. News agencies report that he is 16 year-old ethnic Albanian Adem Dibrani, who was arrested upon returning to the southern part of town only after a strong reaction from gathered Serbs.




2/ ASRSG condemns incident in North Mitrovica

PRISTINA – Acting Special Representative of the UN Secretary-General in Kosovo (ASRSG) Steve Schook strongly condemned the grenade attack of Saturday night in North Mitrovica in which 9 civilian were injured when an explosive device was thrown at a local café bar.

“I am outraged and disappointed at this incident. It is important for the people of Kosovo to understand that senseless act of violence, such as this, can serve no one’s interest and jeopardize the future of the people of Kosovo,” - said the ASRSG.

ASRSG Schook congratulated the Police for the fast apprehension of the suspect. At the same time he expressed his appreciation to the leaders of North Mitrovica for assisting the police in maintaining calm among the community. “I understand that on Saturday night in critical moments the leadership of the Serbian National Council helped UNMIK Police to keep the situation under control and defuse the tension,” – said the ASRSG.

ASRSG Steve Schook wishes all victims a fast recovery and on behalf of UNMIK extends sympathy to the victims and their families.

For nemheds skyld bruges betegnelsen Øst Kosóva / Presevo-dalen om det omstridte område med byerne: Presheva, Medvegja og Bujanoci (Albansk stavemåde). Ca. 75 % af befolkningen skønnes at være etniske Albanere - måske omkring 70.000. En modstandsgruppe har tidligere været i funktion, men synes nu at være »lukket ned«. Gruppen kaldtes i forkortet form UCPMB (som står for noget i retning af: Ushtria Clirimtare e Presheva, Medvegja dhe Bujanoci; på Engelsk: Liberation Army of Presheva, Medvegja and Bujanoci). Gruppen sagde at den intet havde at gøre med Kosova's UCK, og at den var en lokal gruppe.

The President of the Republic, Alfred Moisiu welcomes the agreement reached among the political parties of the majority and opposition to overcome the latest political crisis.

Although procrastinated, this agreement enables the political parties to commit in order to cooperate and resolve the major issues that concern the citizens and the country with the same dedication and energies that they defended their rights.

The President encourages the political parties to respect the agreement, to contribute in continuity for a free and democratic electoral process and for an institutional and democratic political life through the strengthening of the climate of reciprocal trust.

The President of the Republic, Alfred Moisiu received today in a meeting a representation the International Network of Albanian students associations ALBSTUDENT, composed of students who have graduated abroad in state and private educational institutions and held with them an open and wholehearted talk.

The Head of state, while pointing out the precious contribution that the elites, educated in the most noted world universities have given for the country at the most difficult historic periods, stated that in the framework of fulfilling the standards that spring from the Association-Stabilization Agreement, Albania needs the energies of the young generation. President Moisiu emphasized that the students educated and graduated abroad are a significant factor for the encouragement of the democratic and economic development of the country by offering concrete alternatives that help in solving the citizens’ problems and improving the image of Albania throughout the world.

During the talk, President Moisiu pointed out that the state and private business must be serious partners, by not leaving the initiative of the students who have returned to practice and work in the homeland at the wish of some of the heads of institutions, but to have a common platform of approaching, integrating and including these students in the state and private administration.

On their side, the students informed the Head of state regarding a few projects and achievements towards organizing and realizing the concrete initiatives for their practicing and cooperating with the Albanian state institutions. They re-iterated in this meeting their request to have the right to vote in the countries where they study as another valuable contribution for Albania by their part.

It is my great pleasure this morning to introduce to you Senator Lugar. The senator has been in Albania before, about two years ago, for a special purpose, which I think he will explain to you. But what I would like to say about him is that he is one of the most experienced politicians and leaders in the United States of America, both as a local official – a mayor at his capital city, Indianapolis for eight years- and now as the highly respected chairman of the Senate’s Foreign Relations Committee. I have the special honor of introducing him before you today.

Statement by Senator Richard G. Lugar

I would like to say, to begin with, that I welcome the high priority that the Albanian government and more importantly the Albanian people place on NATO integration. I noticed once again very strong public support for meeting the accession requirements for NATO. The 2006 Riga Summit will be focused on transforming NATO to confront new challenges. Those challenges will include terrorism, unstable states and weapons proliferation. At the 2008 summit, it is our hope that the Alliance will consider new countries and we are hopeful that Albania will be among those that will be extended an invitation. The two processes of transformation, of NATO, and enlargement are complementary.

We appreciate especially Albania’s willingness to participate in deployments in Iraq, Afghanistan, and Bosnia. Albanian forces have contributed to our common goals of counterterrorism and regional stability. Furthermore I understand that Albania is working toward having a NATO-deployable unit, the Rapid Reaction Brigade. That is an especially good idea for having a special niche function, which would benefit NATO. We commend Albania’s constructive role and moderate voice in this region. We especially appreciate the support of efforts of the international community in Kosovo and in rejecting extremism.

NATO is not just a military organization. The North Atlantic Council is also a forum for Euro-Atlantic community discussion of political and security needs. And the United States strongly supports Albania’s aspirations to meet the standards required for membership. We want to work with Albania for success. Let me simply say that we also appreciate the remarkable success in combating weapons of mass destruction. We appreciate the opportunity to work with Albania on the Millennium Challenge. We are encouraged by the successful fight against corruption and [the efforts] for more jobs and more wealth for the Albanian people.

And we are especially proud of our Ambassador. Ambassador Ries is an important person in this community in bringing the United States views and in listening to the views of all Albanians.

Today on 24/8/2006 National Central Office Interpol Tirana extradited to Albania three citizens and concretely:

• Interpol Tirana extradited from London Andre Prenga [billedet], born on 30.3.1962 in Gjegjan-Pukë, the son of Bardhok and Dile. This person was previously named Ndre Suma, and on 12.3.1992 he shot Mark Lleshi to death for revenge and severely wounded Gjergj Mardoda and the late one died in the hospital from the wounds taken. Albanian police arrested Andre Prenga on 11.7. 1996, and this person escpade from prison i March of 1997, where he was suffering the sentence of 25 years in prison given from the Puka district court. British police arrested this person on 7.12.2004 to extradite him to Albania.

• Interpol Tirana extradited from Milano/Italy Ismet Xhaferr Daja, born on 30.10.1967 in Shishtufina/ Tirana. By the decision No-538 dated 24.12.1992 the Tirana District Court sentenced him yo 25 years in prison charged with” murder”. On 22.9.1991 Daja killed Agron Uznova, and during the turmoils of March in 1997 he escapded from prison and went to Italy. The Italian police arrested him on 11.6.2002.

• Interpol Tirana extradited from Milano/Italy to Albamia Leonard Bajram Sadiku, born on19.8.1975 in Tirana. The court of appeal of Tirana sentenced him to 25 years in prison charged with “First degree murder” and “illegal arms bearing”. This person shot Bardhok Lleshi to death. The Italian police arrested this person in Breshia/Italy on 17.1.2003 to extradite him to Albania.

Albanian high-circulation newspapers fail to come out

As a result of the recent shut down of the main printing houses in Albania, the most demanded Albanian dailies "Gazetta Shqiptare" and "Koha Jone" did not appear at newsstands for the first time since their establishment, Makfax Agency reports.

The chief editors of the dailies announced today that failure to release today's editions was on the account of the shutting down of the three largest printing houses in Tirana, due to the enormous debts. Today's edition of "Gazetta Shqiptare" is available in its electronic edition.

The tax inspectors have closed the printing houses Demokratija and Eurolindija on Tuesday, and shutting down of LILA followed shortly after.

The rest of the Albanian dailies, about 25 in total, were published today, however, in considerably reduced circulation, since the two remaining Tirana's printing houses that are still operating are lacking capacity to meet the demands.

Government forwards demand to hold extraordinary session of the Serbian parliament. Den Serbiske Regering skriver:
Belgrade, August 31, 2006 – The Serbian government at its session held today forwarded a demand for holding an extraordinary session of the Serbian parliament at which a report on the course of talks on the future status of Kosovo-Metohija should be adopted.

The government passed the Decision on amendments to the Decision on establishing customs control points at which customs procedures will be carried out.

A Decision was passed at the session on the use of funds from the current budgetary reserves, to approve funds of the governments’ General Secretariat, for financing realisation of certain rights of members of families of kidnapped and missing persons from Kosovo-Metohija and families of returnees to Kosovo-Metohija.

The government adopted the Information on representing Serbia in the International Monetary Fund and the World Bank.

The Information on realisation of technical assistance by the International Atomic Energy Agency for securing equipment for the project “Improving scope of nuclear medicine in diagnostics and therapy for malignant disease” was adopted.

The government passed a Conclusion on adopting amendments to the programme for distribution and use of funds of the Coordinating Body for the Municipalities of Presevo, Bujanovac and Medvedja for 2006.

The Serbian government passed a Conclusion on adopting the Report on realisation of the programme on using funds for crediting and leasing of domestic machines and equipment, in the period January-June 2006. Another Conclusion was passed on adopting the draft contract for procuring two new ski lifts to be installed at Mt Kopaonik.

The government at its session today continued the procedure and confirmed the proposal for appointing one more Serbian extraordinary and plenipotentiary ambassador.

CABINET MAKES LETTER TO AHTISAARI PUBLIC

BELGRADE, Aug 30 (Beta) - In the evening on Aug. 30, the Serbian government handed the media the integral version of the letter from Aug. 10, in which the Belgrade team for the Kosovo status talks requested the U.N. special envoy for the Kosovo status talks, Martti Ahtisaari, to clarify his statement that "the Serbs are guilty as a nation."

In the letter to Ahtisaari, the Belgrade team expressed its deepest concern and bitterness over the content of the talks the Serbian delegation held with Ahtisaari on Aug. 8.

"On that occasion, you told the members of our delegation, which you received in your capacity as the U.N. secretary general's special envoy for the Kosovo future status, that the Serbs are guilty as a nation. Your statement has been confirmed by all the members of the Serbian delegation, who attended the meeting," it said in the letter.

The letter further stressed that the Serbian team resolutely rejects such a claim, because it has no basis in the facts and is therefore completely unacceptable from the moral aspect.

"However, this claim has raised serious questions regarding your impartiality in the ongoing negotiations on the future status of Kosovo and Metohija," it said in the letter. The Belgrade team requested Ahtisaari urgently to clarify his stand concerning the claim he made before the Serbian delegation members in Vienna on Aug. 8.

"In our opinion, clarification is necessary in the interest of preserving and successfully finishing the negotiating process," it was stressed in the letter, which was signed by Leon Kojen and Slobodan Samardzic on behalf of the Serbian negotiating team.

Belgrade, Aug 31, 2006 - Head of the Coordinating Centre for Kosovo-Metohija Sanda Raskovic-Ivic [billedet] said today that Serbian authorities will request that UN Secretary-General Kofi Annan clarifies the statement made by his envoy for Kosovo status Marti Ahtisaari that "the Serbs are guilty as a nation."

Raskovic-Ivic said at a press conference that with this statement, Ahtisaari placed the Serbian people outside the law. She added that Belgrade will insist on an explanation because that statement additionally complicates negotiations between Belgrade and Pristina on Kosovo-Metohija and that Serbia is ready to accept Ahtisaari's apology.

The head of the Coordinating Centre said that a diplomatic initiative on clarifying Ahtisaari's statement was taken by the cabinets of the Serbian president and prime minister, as well as the Foreign Ministry.

She said that the Serbian government today sent to the Serbian parliament a request to hold an extraordinary session on Kosovo-Metohija, which will most probably take place after the negotiations between Belgrade and Pristina in Vienna on September 7 and 8, on decentralisation and protection of the Serbian orthodox religious and cultural heritage in the province.

Raskovic-Ivic announced that at that session Serbian government representatives will address Serbian parliament members. She also confirmed that the UN Security Council will hold a session in New York on September 11 dedicated to the situation in Kosovo-Metohija at which she will present Serbia's positions on Kosovo-Metohija.

At today's session, the Serbian government adopted the National Investment Plan for Kosovo-Metohija, for which it has set aside €30.8 million from the budget.

She said that these funds are intended for Kosovo's economic development, for road infrastructure in the province, housing construction and education, stressing that these funds are very important for the survival of Serbian people in Kosovo-Metohija and for the process of decentralisation.

Sikring af ejendomsrettigheder. UM i Serbien-Montenegro skriver:
BELGRADE, Aug 30 (Beta) - On Aug. 30, in talks with UNOSEK economic experts, Serbian Foreign Minister Vuk Draskovic advocated strict respect for European regulations in Kosovo, to prevent peoples' property from being usurped.

Respect for all the laws and regulations that regulate this matter in European practice, will prevent attempts to legalize other people's property as one's own, which is happening to the property that belongs to the Serbs, the Serbian Church, and the Serbian state in Kosovo and Metohija.

Draskovic today received the EU's representative Stefan Lehne, and the UNOSEK team of experts, who were in Belgrade to have talks with Serbian officials about continuing the negotiations with Pristina in the domain of economic matters privatization, property issues and Kosovo's foreign debt.

According to Draskovic, Serbia is determined to act constructively in the continuation of the negotiations, in order to reach a compromise that would satisfy both the Serbian and the Albanian side, in accordance with the U.N. Charter, the Foreign Affairs Ministry stated.

At the meeting, they discussed the economic situation and the privatization of public and socially owned companies in Kosovo.

SEEMO CONCERNED ABOUT WORSENING PRESS FREEDOM SITUATION IN SERBIA [AND CROATIA]

Vienna, 30 August 2006

The Vienna-based South East Europe Media Organisation (SEEMO), a network of editors, media executives and leading journalists in South East Europe and an affiliate of the International Press Institute (IPI), is deeply concerned about the worsening situation for journalists in Serbia and Croatia.

In Serbia, SEEMO has registered the following attacks and threats against journalists, prison sentences given to journalists, as well as restrictions on the free access to information:

- On 13 July, Jelena Antic, Ruma correspondent for the daily Dnevnik, was prevented from attending a press conference at the Ruma City Hall by security officers, who were acting on the orders of the President of the Municipality, Srdjan Nikolic.

- On 25 July, Jahja Fehratovic, editor of the weekly Glas Sandjaka, received anonymous death threats over the phone.

- At the beginning of August, Slavko Savic, director of the local TV Kursumlija, was given a four-month conditional prison sentence for libel, although the information broadcast by his station was correct.

- On 13 August, Nikola Rumenic, journalist for the weekly Svet, was physically attacked and injured by two perpetrators in front of the hotel Jugoslavija in Belgrade.

- On 13 August, Dusanka Novkovic, Pozarevac correspondent for the daily Kurir, received threats over the phone by a priest of the Serbian Orthodox Church, who was dissatisfied with her writing in an article titled, “Priest Has Beaten Up a Priest”.

- On 17 August, Dragan Zaric, journalist for Radio Stari Milanovac, was physically attacked while moderating a radio show. A masked perpetrator entered the studio and attacked Zaric with a knife.

Speaking about these incidents, Oliver Vujovic, SEEMO Secretary General said, “SEEMO strongly condemns these threats and attacks on journalists, as well as all activities which restrict free journalistic work and movement. I am very concerned about the worsening of the working conditions of journalists in Croatia and Serbia, in particular because in many cases it is clear that the pressure was exerted by political representatives. Furthermore, in several cases, the police did not react properly.”

Vujovic added, “If both countries would like to become members of the European Union, the local politicians and courts, as well as police, must do everything in their power to provide safe working conditions for journalists.”

Folkeafstemning 21.05.2006 om Montenegro's forhold til statsforbundet Serbien-Montenegro. Der var et mindre flertal for at udtræde af forbundet (55,4% mod 44,6%), hvilket er blevet anerkendt af EU m.fl. Serbien har accepteret den nye tingenes tilstand, skønt der var nogen murren efter at resultatet blev kendt.


Seminar om human traficking. OSCE skriver:
PODGORICA, 31 August 2006 - Regional expertise in identifying human trafficking victims and ways of offering them help and treatment by special teams of experts will be the aim of a seminar, to be held tomorrow by the OSCE Mission to Montenegro.

The special teams of experts have been established by the Ministries of Interior, Health, Labour and Social Welfare, together with the Office of the National Co-ordinator for Anti-Trafficking and the non-governmental organization, Montenegrin Women Lobby.

The seminar is part of OSCE activities to strengthen public-private co-operation in the prevention of trafficking and sexual exploitation of minors in travel and tourism, initiated over a year ago through the financial support of GTZ, an international co-operation enterprise of the German Federal Government, and the Government of France.

Participants will also discuss the introduction of the pertinent Code of Conduct in the travel and tourism industry, which is expected to further improve counter-trafficking efforts in Montenegro.

Ambassador Paraschiva Badescu, acting Head of the OSCE Mission to Montenegro, as well as representatives of the above-mentioned ministries and the Office of the National Co-ordinator for Anti-Trafficking will speak at the opening.

Der er omkring 25 % etniske Albanere i Makedonien. Folketælling afholdtes 021101-021105.

Folkeafstemningen 041107 om decentralisering (= imødekommelse af Makedonien-Albanske interesser): Folkeafstemningen "faldt". Stemmedeltagelsen var kun omkring 26 %. Hvis afstemningen skulle have kunnet udvirke en ændring af decentraliseringslovgivningen, skulle deltagelsen have været mindst 50%, og desuden skulle der have været flertal mod lovgivningen. Det var ventet at stemmedeltagelsen ville have været noget større, selv om både Regeringspartierne og den Albanske minoritet anbefalede at man blev hjemme. Man kan nu gå videre i overensstemmelse med Ohrid-aftalerne.

It is my great pleasure this morning to introduce to you Senator Lugar. The senator has been in Albania before, about two years ago, for a special purpose, which I think he will explain to you. But what I would like to say about him is that he is one of the most experienced politicians and leaders in the United States of America, both as a local official – a mayor at his capital city, Indianapolis for eight years- and now as the highly respected chairman of the Senate’s Foreign Relations Committee. I have the special honor of introducing him before you today.

Statement by Senator Richard G. Lugar

I would like to say, to begin with, that I welcome the high priority that the Albanian government and more importantly the Albanian people place on NATO integration. I noticed once again very strong public support for meeting the accession requirements for NATO. The 2006 Riga Summit will be focused on transforming NATO to confront new challenges. Those challenges will include terrorism, unstable states and weapons proliferation. At the 2008 summit, it is our hope that the Alliance will consider new countries and we are hopeful that Albania will be among those that will be extended an invitation. The two processes of transformation, of NATO, and enlargement are complementary.

We appreciate especially Albania’s willingness to participate in deployments in Iraq, Afghanistan, and Bosnia. Albanian forces have contributed to our common goals of counterterrorism and regional stability. Furthermore I understand that Albania is working toward having a NATO-deployable unit, the Rapid Reaction Brigade. That is an especially good idea for having a special niche function, which would benefit NATO. We commend Albania’s constructive role and moderate voice in this region. We especially appreciate the support of efforts of the international community in Kosovo and in rejecting extremism.

NATO is not just a military organization. The North Atlantic Council is also a forum for Euro-Atlantic community discussion of political and security needs. And the United States strongly supports Albania’s aspirations to meet the standards required for membership. We want to work with Albania for success. Let me simply say that we also appreciate the remarkable success in combating weapons of mass destruction. We appreciate the opportunity to work with Albania on the Millennium Challenge. We are encouraged by the successful fight against corruption and [the efforts] for more jobs and more wealth for the Albanian people.

And we are especially proud of our Ambassador. Ambassador Ries is an important person in this community in bringing the United States views and in listening to the views of all Albanians.
