Kosóva: Præsident Rugóva er blevet alvorligt syg. Måske har det med en influenza at gøre, måske er det noget der er værre? Man har prøvet af behandle ham på US Camp Bondsteel, men har opgivet og sendt ham videre til Landstuhl nær Frankfurt (Tyskland), hvor der er flere specialister. Problemet er nok at Rugóva's almene helbredstilstand ikke er særlig god (og ikke har været det gennem længere tid), og at han derfor er blevet slået ud af ét-eller-andet.

To Serbere er blevet dræbt, to er såret: 4 Serbere - i en Mercedes med "gamle" Prishtina-nummerplader - er blevet beskudt ved Shtërpca / Strpce i det sydlige Kosóva lørdag aften (050827). 2 er dræbt, 2 er såret. Serberne blev beskudt fra en anden bil der (muligvis) havde forfulgt dem et stykke tid. Der foreligger pt ikke nærmere. Hvad er der sket? ... Er der tale om en gentagelse af hvad der skete i Marts 2004? Eller er der tale om noget helt andet? Dét vides der i øjeblikket ikke noget om. Der er dé Serbere der straks maler Fanden på væggen. UNMIK's Internationale Politi opfordrer til at "man" holder sig tilbage.

Et Amerikansk standpunkt. Tidl. USA Ambassadør i Serbien-Montenegro, William Montgomery, har skrevet en artikel som trykkes i sin helhed. Montgomery repræsenterer kun sig selv, men udtrykker formentlig nogle synspunkter som mange ledende Amerikanere deler.


Albanien: 01.09.2005 ca. kl. 14.00 PM Fatos Nano er trådt tilbage som Formand for Socialistpartiet. Generalsekretær Gramoz Ruci [Gramoz Ruçi] er konstitueret. Det står klart at Nano har forberedt Regeringens tilbagetræden, når Berisha's Regering er blevet accepteret af Parlamentet.

Præsident Moisiu har indkaldt Parlamentet til møde Fredag 2.9.2005.

Getting It Wrong In Kosovo

Kai Eide’s appointment and the review of standards he is now undertaking mark the beginning of the end game in Kosovo. Almost certainly the result will be independence within current boundaries, despite the warnings and declarations made by virtually all Serbian political figures to the contrary. The only real questions are when this will happen and under what conditions. Most likely is that he will recommend later this year that final status negotiations begin in 2006 and while the result will probably also be decided next year, the exact timetable for implementation is still unknown.

Serbia does not have the ability to stop this “train.” It has already left the station. By its actions, however, it can influence the conditionality imposed as part of the solution, perhaps the timing, and certainly can impact – for better or worse – on the living conditions of the Kosovo Serb population. Moreover, how it conducts itself throughout this period can create a much better – or much worse – relationship for Serbia itself with the International Community. I don’t envy Serbian politicians as they try to navigate their way through the landmines that surround this very sensitive question. They have to consider both how history will treat them and how they will be perceived by their constituents. At the same time, they will need to consider how best to move Serbia ahead to take its rightful place in Europe. At best, it is a major challenge to reconcile these potentially conflicting interests. Perhaps it is even impossible.

They will be helped considerably in this process, however, if the Serbs now living in Kosovo believe that their ways of life, language, religion, culture and ties to Serbia proper are secure beyond any reasonable doubt. If this is not accomplished, however, the end result will be a mass exodus of Serbs from Kosovo and a blow to the democratic process in Serbia itself. This in turn will have regional repercussions, including most particularly for the Republika Srpska in Bosnia. While the International Community consistently and forcefully rejects any such linkage, as well as any reconsideration of the status of the two entities in Bosnia, the reality is that these questions remain open to many people on the ground.

The key to convincing the Kosovo Serbs that they have a future there is putting in place in the near future a comprehensive de-centralization of authority throughout Kosovo. As I have said in earlier columns, all it would take would be to give each town, city, and village in Kosovo the same authorities and responsibilities that their counterparts have in the United States. My city of Bradford had 10,000 residents. We had our own local police force, school system (which had to follow basic State guidelines and qualification requirements), local government, hospital, and taxing authority. While this has not been the practice in the Balkans, it is time that the international community accepts that some radical, out-of-the-box solutions are needed to get through the painful process of deciding Kosovo's future. Moreover, this decentralization needs to be done well in advance of any final resolution in order to have the needed impact on Kosovo Serb attitudes.

The problem is that the issue of decentralization is intertwined with the ethnic question. The Serbs see decentralization as the logical way to preserve their ethnic identity and rights, by giving them local control in areas in which they are the majority. Precisely for this reason, the Kosovo Albanians have strongly resisted any attempts to put a decentralization model in place. Failing to outright prevent it, they are doing all they can to either neutralize its consequences and to delay implementation.

The reality is that the overwhelming majority of Kosovar Albanians want all Serbs to leave Kosovo. Some will continue to use violence to bring this about. For some Albanians, it is fear that as long as Serbs are present with their claims to Kosovo, it is possible that the Serbian military would return. For others, it is simply hatred and a feeling that they were persecuted by them for years. With their overwhelming majority, the Kosovar Albanian control of any central government or Parliament is absolute. Regardless of their sizeable minority presence in Parliament, the Kosovo Serbs have had no impact whatsoever on that body. They have simply been “window-dressing.” The Kosovar Albanians see any de-centralization process as a threat, because it has the potential to undermine this authority. Cynically, many also assuredly realize that the lack of an effective decentralization plan would ensure the departure of the Serbs and therefore are doing their best to block it on those grounds alone.

The Serbs in turn have played into the Albanian hands by some of their actions. Statements by leaders of the Kosovar Serbs that they must follow Belgrade's directions are a case in point. The decision to boycott talks on the decentralization process similarly led predictably to decisions which were unacceptable to the Serbian population. Failure to participate in the negotiations reduced the credibility of the Serbian position with the International Community. So did actions in parts of Kosovo where Serbs refuse to acknowledge any authority of the Provisional Institutions of Self-Government. Kosovar Albanians fear -- or at least claim to fear -- that any decentralization which is done on ethnic lines will legitimize or encourage these types of actions.

Complicating the picture still more is the fact that unlike Bosnia and Croatia, where the ethnic groups had a pretty solid amount of interaction and inter-marriage, this was not the case in Kosovo. The Albanians and Serbs living there were at the best of times, still very distinct and separate communities. Therefore, attempts to establish a true “multi-ethnic” society in Kosovo face enormous complications. About the only ones who seemingly don’t comprehend the depth of this problem are many of the foreigners in charge of the whole process.

As a direct result of all of the above, decentralization has had a rocky road in Kosovo. A former Special Representative of the Secretary General, Michael Steiner, took the cynical action of turning the whole issue over to the Council of Europe to study, knowing full well that in doing so, he effectively delayed any decentralization for over a year. The current furor over "Plans A, B, and C" shows once again UNMIK at its worst. UNMIK should have understood from the very beginning that, just like the issue of final status, there could be no negotiated agreement on decentralization by the parties themselves. Both decisions will have to be imposed. UNMIK should have months ago simply decided on a thorough decentralization for all of Kosovo and used these precious months to implement it. How ironic that on issues such as collecting payments for electricity usage, UNMIK is taking a tough line, while on one of the fundamental questions which will determine real stability in Kosovo, they are meekly playing second fiddle. Time and energy have been expended in a war of words and plans between the Kosovar Albanians and Serbs and solving decentralization has become harder. It is not yet too late to do something about it. But UNMIK needs to seize the issue, carefully consider all sides and then implement a comprehensive plan. Part of it will be to look carefully at how Belgrade can and should help to make it work in positive ways for all the people of Kosovo.

SRSG Søren Jessen-Petersen condemns shooting incident near Strpce /Shterpce PRISTINA – The SRSG Søren Jessen-Petersen strongly condemned the shooting incident of Saturday night near Strpce/Shterpce in which two Kosovo Serb men were murdered and two were injured.

"I am shocked and appalled by this senseless and tragic crime. I was briefed by the police and requested them to devote maximum attention and leave no stone unturned to catch the perpetrators of this heinous criminal act," said the SRSG. The SRSG expressed his deepest condolences to the families of the victims on their loss.

The SRSG furthermore urged restraint, stating that "it is now up to the police to act, and I ask all those who might have information on this crime, including on those who might have committed it, to report it to the police".

PRISTINA – SRSG Søren Jessen-Petersen today visited the crime scene near Strpce/Shterpce where two persons had been killed and two others injured in a shooting incident on Saturday night. At the scene the SRSG was briefed by Police Commissioner Kai Vittrup and senior investigators on the circumstances of the incident and the status of the ongoing investigation.

Addressing the media at the crime scene, the SRSG said, “I wanted to come here myself to look at the crime scene and talk to the very able officers who are investigating the crime, so that I should also have all the facts that are available right now. I condemn this crime in the strongest terms. I want to make sure that we spare no efforts whatsoever to come to a result here and I am absolutely satisfied that we are sparing no efforts. UNMIK Police and KPS are working very hard on this.”

The SRSG said, “There have been a lot of speculations on this very tragic incident. All this speculation is unhelpful and irresponsible. I appeal to all of you, to political leaders here and in Belgrade, to stop speculating. We want to build up a stable Kosovo. We want to work with all communities. It is not helpful in such circumstances that there are those who immediately are ready to jump to conclusions. We should only base our comments on facts; that is what matters. At this stage we all want to see results…I join the Police Commissioner and the Police in asking the community and asking possible witnesses to come forward.”

“I am still very shocked by this tragedy,” the SRSG said, “Right now our thoughts and condolences are for the families and also for the quick recovery of the victim who is still in the hospital. At the same time we are investigating…we need that police be given the time to investigate, to get the witnesses.” Refusing to comment any further on speculations, the SRSG said, “That is not fair to the victims and is certainly not helpful.”

Hold 13 godt i gang

Uge 33 ved KFOR 13, Kosovo. Den sidste bus med soldater fra hold 12 har forladt Camp Olaf Rye i Kosovo og hold 13 har nu for alvor taget fat på opgaverne.

Overdragelse fra hold 12 til hold 13

I takt med, at rotationsflyene landede med hold 13 og lettede med hold 12, har hele bataljonen været travlt optaget af at overdrage materiel, opgaver og rutiner. Hold 12 havde lavet et stramt program, så tiden ikke blev spildt. Vi har derfor fået en god start og et solidt fundament til at fortsætte hold 12 professionelle løsning af opgaverne. En stor tak til hold 12.

Øvelser

Bataljonschefen, oberst Mogens Bech, har fra starten lagt vægt på, at bataljonen hurtigst muligt bliver klar til at løse opgaverne. Derfor er der flere gange i løbet af ugen blevet meldt ”øvelse – øvelse – øvelse” før et signal blev sendt over lejrens højttaleranlæg.

Det var tegn på, at nu skulle nogle af bataljonens enheder øves i at besætte nærforsvaret af lejren eller være klar til at rykke ud af lejren indenfor en bestemt tidsfrist. Især er der lagt vægt på at øve de enheder fra stabskompagniet, der fungerer som bataljonens redningsberedskab – også kaldet ”falcon”.

Det består af blandt andet læge, ambulance, militærpoliti og ingeniørenheder og kan med få minutters varsel rykke ud til trafikulykker eller andre alvorlige situationer. Den intensive træning i Danmark har vist sig at være effektiv, for ingen var i tvivl om, hvad det betyder, når meldingen lyder over højttaleranlægget.

Også panserinfaterikompagniets enheder er blevet testet og havde heller ingen problemer med at klare tidskravene, selvom nogle af soldaterne var i idrætstøj, da alarmen lød.

Torsdag aften øvede stabskompagniet, hvordan lejren forsvares. Der blev pludselig meget mørkt, da de store projektører langs hegnet omkring lejren blev slukket. Det forhindrede dog ikke soldaterne fra kompagniet i hurtigt at finde kampstillingerne og få sikret hele lejren.

Det er ikke sidste gang øvelsessignalerne har lydt over højttaleranlægget, for vi vil fortsætte med at øve alle enheder lige indtil vi overdrager til næste hold. Kun på denne måde er vi sikre på at være klar, hvis det pludselig bliver alvor.

Camp Olaf Rye

Alle enheder har haft travlt med at overtage deres kontorer, garager og depoter i lejren. På mindre end en uge har hold 13 overtaget en lejr, der på mange områder svarer til en mindre dansk kaserne, og stabskompagniet er allerede gået i gang med at forberede lejren til den vinter vi ved kommer på et tidspunkt. Varmeapparater bliver efterset og det undersøges, hvad der skal udskiftes for, at lejren kan fungere i vinterperioden.

Også udenfor lejren har ingeniørdetachementet allerede travlt med at vedligeholde veje til gavn for både bataljonen og lokalbefolkningen.

Uanset hvor i verden danske soldater befinder sig, så vil maden altid være et samtaleemne, men der er langt imellem de negative kommentarer i Camp Olaf Rye. Cafeteriet leverer til alle måltider et stort udvalg, som kan friste de fleste.

Søndag kunne bataljonen nyde Camp Olaf Ryes berømte søndagsbrunch og bagefter gå i gang med arbejdet i lejren. Chefen for stabskompagniet havde beordret ”Green day”, der betyder, at alle skal foretage oprydning og rengøring efter en særlig plan.

Rekognoscering og patruljering

Med overtagelsen af ansvaret fra hold 12 fulgte også ansvaret for overvågning af et område med en udstrækning på cirka 50 x 30 km. Der er derfor blevet brugt meget tid på at rekognoscere og få et godt kendskab til det område, hvor vi i de næste 6 måneder skal operere. BTN havde rekvireret støtte fra franske helikoptere, så enkelte heldige kunne få et overblik over hele vores ansvarsområde fra luften.

Bataljonen overvåger ansvarsområdet med panserinfanterikompagniet fra Jydske Dragonregiment, en lettisk spejdereskadron og en fransk opklaringseskadron. Overvågningen foretages gennem daglige patruljer, hvor soldaterne med hjælp fra en tolk taler med lokalbefolkningen og bl.a. på denne måde forsøger at få et indtryk af hvad der foregår i området.

Patrulje på vej ud af hovedvagten

Heldigvis er situationen rolig og normalt bliver patruljerne mest konfronteret med de dagligdags problemer, som lokalbefolkningen har. Kosovos befolkning venter på, at den fremtidige status for Kosovo skal blive besluttet af FN. Den danske bataljon hjælper med at skabe sikkerhed indtil lokalbefolkningen selv kan overtage denne opgave uanset hvad, der måtte blive fremtiden for Kosovo.

Også tid til idræt

Ugen har været præget af et højt aktivitetsniveau for alle og næste uge bliver sikkert ligeså travl. At der trods alt er tid til andet end arbejde, viser de mange idrætsaktiviteter, der allerede er i gang.

For nemheds skyld bruges betegnelsen Øst Kosóva / Presevo-dalen om det omstridte område med byerne: Presheva, Medvegja og Bujanoci (Albansk stavemåde). Ca. 75 % af befolkningen skønnes at være etniske Albanere - måske omkring 70.000. En modstandsgruppe har været i funktion, men synes nu at være »lukket ned«. Gruppen kaldtes i forkortet form UCPMB (som står for noget i retning af: Ushtria Clirimtare e Presheva, Medvegja dhe Bujanoci; på Engelsk: Liberation Army of Presheva, Medvegja and Bujanoci). Gruppen sagde at den intet havde at gøre med Kosova's UCK, og at den var en lokal gruppe.

August 25, 2005. It is published the ‘White Book’ of AF in Republic of Albania. It represents an 'open' document, an ulterior contribution for the realization of public opinion, for its support and its involvement in the restructuring and modernization of Albanian AF.

The Republic of Albania already has a doctrinal structural system that fulfills NATO standards of security and defense.

This system fulfills the standards of regional and global security system and is able to flight the military and no military threats.

The Constitutional Mission of our AF is also based in this principles. The strategic concept of AF is made to fulfill this mission which serve to the long-term transformation Plan of AF, their development and modernization.

The main goal of The Strategy of National Security of Republic of Albania is to join in Euro-Atlantic structure.

The ‘White Book’ is a new event and it informs the public about the AF, the management of defense resources, their democratic control, their contribute in peace missions and inside our country.

This document informs the public about AF structure, missions, the concept of education and training, human and financial resources etc. It includes the Long-term Development Plan for 2002-2010.

This Book gives also a review of Albanian cooperation with other countries, with NATO’s members etc.

This 'open' Book intends to provide the support and involvement of Albanian public in the process of the liberty, sovereignty and peace defense.


Græsk Politimand skudt ned af kriminel Albaner. ADN skriver:

Albanian Ambassador to Greece Bashkim Zeneli visited on Tuesday the Greek policeman who was wounded a few days ago by an Albanian immigrant. Two Albanian immigrants, one of whom had served some years in prison in Albania, attacked a police van and under the threat of the weapons, asked the only policeman who was inside the car to give in his arm.

Albania Receives 2005 “Ambassador’s Fund for Cultural Preservation” Grant to Restore St. Stephen’s Cathedral in Shkodër Castle

A project to restore St. Stephen’s Cathedral located in Shkodër Castle was recently selected by the U.S. Department of State for the Ambassador’s Fund for Cultural Preservation. Albania was one of 76 countries selected to receive this special funding -- the third time for Albania since the program began in 2001. The U.S. Embassy in Tirana will implement the $30,000 grant to restore the church.

St. Stephen’s Cathedral, an important Albanian monument located within the walls of Shkodër castle, is at serious risk of degradation, although it was partially restored in the 1980s. Dating from the 14th century, the church is a unique site that provides links to Albania's Christian and Muslim heritage.

The U.S. Department of State will formally announce the recipients of the 2005 Fund on August 29th. This year, the Fund will support 87 cultural preservation projects worldwide through grants totaling $2.5 million. Established by Congress in 2001, the Ambassador’s Fund for Cultural Preservation aims to assist countries in preserving museum collections, ancient and historic sites, and traditional forms of expression. Since its inception, the program has awarded 292 grants in 106 countries.

The Fund is administered by the Department of State’s Bureau of Educational and Cultural Affairs, which through a range of cultural preservation activities, promotes cooperation with other countries to reduce the threat of pillage of irreplaceable cultural heritage, and to develop long-term strategies for preserving cultural property.

Albania’s two previous awards of the Ambassador’s Fund for Cultural Preservation occurred in 2002, for the partial restoration of the Lezha Castle and in 2001, for the preservation of the Church of Saint Nicholas in Voskopojë.

Den Serbiske Regering har drøftet situationen og PM Kostunica har været på besøg hos én af de overlevende. Den Serbiske Regering skriver:

Belgrade, Aug 31, 2005 – Serbian Prime Minister Vojislav Kostunica and Serbian Minister of Interior Dragan Jocic visited today, at the Military Medical Academy (VMA), Nikola Dukic, the young man who was wounded in the attack near Strpce, in Kosovo-Metohija, in the night between Saturday and Sunday.

Kostunica said that the attack on the Serbian young men represents a form of brutal terror against Serbs who live in Kosovo-Metohija and pointed out that the international forces in Kosovo-Metohija must protect the Serbian population that is being persecuted.

The Prime Minister said that the murder of two Serbian young men and the wounding of two more, must not remain unpunished and pointed out that those who committed this violent attack, as well as earlier ones, must immediately be arrested and brought to justice.

Kostunica wished Nikola Dukic a quick recovery and expressed hope that he will soon be able to return to his home in Kosovo-Metohija.




Den Serbisk Ortodokse Biskop over Kosovo-Metohija, Artemije, har givet anledning til en vis opstandelse. Han ville begrave den ene, ikke den anden som ikke var døbt. »Blic« skriver:

Apart from sadness, fear and despair among the remaining Serbs in Lipljan Municipality, the emotion of rage and disappointment yesterday also spread among them by the act of Bishop Artemije who did not want to serve the commemoration service to the killed young man Aleksandar Stankovic. 'He has not been baptized and therefore official funeral service cannot be held for him', Bishop Artemije said shortly.

Ivan Dejanovic was buried yesterday at the cemetery in Suvi Dol and Aleksandar Stankovic at the cemetery in the village of Livade. They both were killed on Saturday in a terrorist attack by Albanian extremists.

Two Serb young men who were killed in Kosovo on Saturday - Aleksandar Stankovic and Ivan Dejanovic were burried today on the village cemeteries near Lipljan, 10 miles from Pristina.

Bishop Artemije with his priests served the funeral service to Ivan Dejanovic in the center of the Suvi Do village near Lipljan.

An hour later Aleksandar Stankovic was burried on the village cemetery in Livadje near Lipljan, in presence of hundreds of Serbs from Central Kosovo.

After the funeral service Bishop Artemije requested from the international community, from UNMIK and KFOR, to stop further killings of Serbs because, as he said, no country can be built on murders.

"We thought that there will be no more murders of innocent Serbs, but the enemy has taken two more innocent lives only because they were Serbs of Orthodox Christian faith", said Bishop Artemije and sent a message that "Serbs will pray to God that Ivan and Aleksandar are the last innocent vistims in Kosovo".

Aleksandar Stankovic, was born in 1977 in the village of Konjuh, Lipljan municipality. Since 1999 he has lived as an IDP in Suvi Do with his mother and sister. He was burried in Livadje where his brother lives with his family.

Ivan Dejanovic was born in 1981 in Priluzje, Vucitrn municipality. He lived with his wife and two little daughters in Suvi Do near Lipljan where he was burried.

With the murder of Aleksandar and Ivan, the number of killed Serbs in the municipality since arrival of the international mission to Kosovo in 1999 has risen to 35. Petpetrators of neither of these murders have been brought to justice so far.

Ivan and Aleksandar were killed on the road between Urosevac and Strpce, near the village of Banjica, 14 km from Strpce. While they were driving the car unknown assailants opened fire on them. Ivan and Aleksandar were killed at the spot while two more Serb youths were wounded.

No representatives of the international community have attended today's funerals in Lipljan.

THE LETTER BY SERBIA AND MONTENEGRO'S FOREIGN MINISTER VUK DRASKOVIC ADDRESSED TO AMBASSADOR KENZO OSHIMA, CURRENT PRESIDENT OF THE UNITED NATIONS SECURITY COUNCIL, FOLLOWING THE KILLING OF SERBIAN YOUTHS IN KOSOVO AND METOHIJAFollowing the latest terrorist attack in Kosovo and Metohija, the Permanent Mission of Serbia and Montenegro to the United Nations handed over the letter of Serbia and Montenegro’s Foreign Minister Vuk Draskovic to Kenzo Oshima, Ambassador of Japan to the United Nations and current President of the United Nations Security Council.

The letter reads:

“I am writing to you in the wake of the brutal attack in which two young Serbs, Aleksandar Stankovic and Ivan Dejanovic, were killed, while Aleksandar Janicijevic and Nikola Dukic were seriously wounded on 28 August 2005. Unknown assailants followed them as they drove from Lipljan to Strpce and, in the vicinity of the village Banjica, fired at the vehicle and subsequently forced them out of it and shot them at close range.

This terrorist attack provides yet another tragic piece of evidence of the unstable security situation where the right to life and other fundamental human rights, including the right to the freedom of movement, are being denied primarily to Serbs and other non-Albanians in Kosovo and Metohija. Albanian extremists and terrorists are once again resorting to violence and terror whose aim is not only to kill, but to frighten the remaining Serbs and force them to leave unsafe and unprotected areas and ultimately the Province itself.

The terrorist acts like this one were recently announced by Albanian extremists as a course of action, to which they can resort at any moment in order to get the attention of the international community and ensure its acceptance of the independence of Kosovo and Metohija. It also sends an unambiguous message to the Serbs that there is no place for them in Kosova and Metohija. This has been a persistent effort of the extremists and a continuous message to the Serbian population since June 1999, when the UN civilian and military missions were deployed in the Province in order to establish peace and security there. This act of violence reconfirms the importance of the establishment of a secure environment in which the right of the Serbs and other non-Albanians to life will not be threatened. UNMIK and KFOR, as well as PISGs, must finally fulfil the important task: protect the Serbian population from daily harassment, persecution and psychological intimidation, immediately arrest terrorists and bring them to justice. The efforts to fully implement the standards in Kosovo and Metohija and ensure protection of minority communities should be in the forefront of their common endeavours. If the perpetrators of this crime are not brought to justice, just as the murderers of children at Gorazdevac and the perpetrators of many other crimes were not found in the past six years, it will be clear that the relevant institutions are not ready to establish the rule of law and prevent ethnically motivated violence and crimes in Kosovo and Metohija.

Serbia and Montenegro calls on the international community to commit itself to an unconditional rejection of extremist tactics, condemn this crime and focus on the implementation of standards in order to ensure the very survival of the Serbian and non-Albanian populations in a democratic and safe environment in the Province. In that respect, I request the Security Council to do everything within its powers to create the basic security conditions so that multi-ethnicity may have a future in Kosovo and Metohija.

I should be grateful if you would circulate this letter among the members of the Security Council.”

Folkeafstemningen 041107 om decentralisering (= imødekommelse af Makedonien-Albanske interesser): Folkeafstemningen "faldt". Stemmedeltagelsen var kun omkring 26 %. Hvis afstemningen skulle have kunnet udvirke en ændring af decentraliseringslovgivningen, skulle deltagelsen have været mindst 50%, og desuden skulle der have været flertal mod lovgivningen. Det var ventet at stemmedeltagelsen ville have været noget større, selv om både Regeringspartierne og den Albanske minoritet anbefalede at man blev hjemme. Man kan nu gå videre i overensstemmelse med Ohrid-aftalerne.


Er der givet amnesti eller indgået en "handel"?:

Public Prosecutor's Office in Wednesday's press release informs that there is no amnesty act for Agim Krasnici.

"None of the charges against the accused Krasnici hasn't been withdrawn. After his voluntary appearance before the investigative judge, the deputy prosecutor agreed with the proposal of his attorney, and the Court ruled to abolish the temporary arrest and in the further process the accused to defend himself while on bail", the press release reads.


IMF Executive Board Approves Three-Year US$75.8 Million Stand-By Arrangement for Macedonia

The Executive Board of the International Monetary Fund (IMF) today approved a three-year SDR 51.7 million (to about US$75.8 million) Stand-By Arrangement for the former Yugoslav Republic of Macedonia to support the country's economic program and approved an extension to the obligations schedule of the country's repayments to the Fund in the total amount of SDR 5.4 million (about US$7.9 million).

The approval of the arrangement enables FYR Macedonia to draw SDR 10.5 million (about US$15.4 million) immediately. The authorities have indicated that, after making the initial purchase, they do not plan to draw under the arrangement and intend to treat the arrangement as precautionary.

Following the Executive Board's discussion on Macedonia, Mr. Takatoshi Kato, Deputy Managing Director and Acting Chair, stated:

"The authorities of the former Yugoslav Republic of Macedonia are to be commended for their sound macroeconomic policies: fiscal discipline has kept the debt ratio low, while the de facto exchange rate peg has brought inflation close to zero. However, structural impediments have led to relatively weak economic growth, persistently high unemployment, and a wide current account deficit. The authorities' strong program focuses on structural reforms aimed at increasing growth and employment and reducing the external imbalance, while securing the past gains in macroeconomic stabilization. The program also supports the process of integration with the EU, and is expected to allow for an orderly exit from long-term financial engagement with the Fund. The recent upgrading in FYR Macedonia's credit ratings is encouraging.

"A core program element is an ambitious labor market reform, which should bring down non-wage labor costs and allow for a more efficient allocation of resources. The reform should help draw employment out of the grey market, thus ensuring that labor enjoys legal protections while also contributing to increased revenue collection. A comprehensive judicial reform to strengthen the rule of law and bring the court system closer to European standards will further improve the business climate. These reforms and other measures in the program should lead to higher investment, including foreign direct investment, and lay the basis for stronger growth and employment creation.

"The program's fiscal policies will sustain the adjustment already achieved, keeping the government debt ratio on a declining path, including through the planned broad-based containment of expenditures. Structural fiscal reforms, including the consolidation and rationalization of the collection of payroll taxes, and measures to improve budget planning and execution, will strengthen the efficiency of government operations over time. In the same vein, the authorities have begun to confront long-standing problems in the health sector, signaling a renewed commitment to fiscal integrity and budget management in this sector.

"Monetary policy will continue to rely on the de facto peg of the denar to the euro to ensure stable and low inflation. The robustness of the peg will be underpinned by using privatization receipts to boost international reserves and by recapitalizing the central bank in order to ensure its financial independence and further strengthen its policy credibility. Supervisory procedures and regulations have already been strengthened in order to contain balance sheet risks that might arise from euroization and rapid credit growth. Further prudential measures to manage banks' balance sheet risks are included in the program," Mr. Kato said.

Background

Despite the success in macroeconomic stabilization under the previous IMF-supported arrangement, which expired in August 2004, economic growth in FYR Macedonia has remained modest. Fiscal discipline has produced a modest and declining debt ratio and the de facto exchange rate peg has brought inflation close to zero, but deficiencies in the functioning of the relevant institutions have undermined business activity and kept per capita FDI low. The resulting weak competitiveness has led to disappointing growth, high unemployment, and a persistent current account deficit.

Program Summary

The new program includes structural reforms to improve the business climate, and thus competitiveness, and sound macroeconomic policies to maintain financial stability. As the structural reforms take effect, GDP growth is projected to accelerate from less than 3 percent per annum in 2003-04 to 4.5 percent in 2007 and the external current account deficit is expected to narrow significantly.

On the macroeconomic front, monetary policy will continue to be based on the de facto peg to the euro, ensuring continued low inflation. The peg will be strengthened by using privatization proceeds to raise international reserve cover from about three months of imports at end-2004 to about four months of imports by end 2006. Appropriate financial policies will maintain reserve cover thereafter. Given recent rapid credit growth—much of it denominated in, or indexed to, the euro—the program aims to mitigate balance sheet risks through strengthened prudential oversight and measures aimed at improving governance in banks.

The fiscal program is anchored by a medium-term deficit target of 0.6 percent of GDP, which will bring the central government debt-to-GDP ratio down to about 33 percent by 2008. The key to reaching the program's ambitious deficit target is a broad-based containment of expenditures, including wages, and the strengthening of tax administration through a carefully sequenced set of reforms. Expenditure management will be improved and reform of the Health Insurance Fund will strengthen government oversight over health expenditure. The program also aims to improve FYR Macedonia's borrowing capacity by developing the domestic debt market and establishing access to international capital markets.

The structural core of the program is a wide range of reforms which should enhance competitiveness by improving conditions for investment and business activity. The new Law on Labor Relations, which strikes a better balance between workers' rights and employers' needs, creates more favorable conditions for business activity by reducing restrictions on short-term and part-time employment contracts and overtime work. Comprehensive judicial reform, to be implemented over several years, will create a fairer and more predictable framework for business activity by increasing the independence and professionalism of judges, eliminating court delays, and removing misdemeanors and administrative cases from the regular courts. The labor market and judicial reforms will be complemented by a number of measures to strengthen the framework for business activity, including, notably, measures to shorten the time needed to open a business. Many of the reforms included in the program are also supported by the World Bank and by other multilateral and bilateral donors.

Getting It Wrong In Kosovo

Kai Eide’s appointment and the review of standards he is now undertaking mark the beginning of the end game in Kosovo. Almost certainly the result will be independence within current boundaries, despite the warnings and declarations made by virtually all Serbian political figures to the contrary. The only real questions are when this will happen and under what conditions. Most likely is that he will recommend later this year that final status negotiations begin in 2006 and while the result will probably also be decided next year, the exact timetable for implementation is still unknown.

Serbia does not have the ability to stop this “train.” It has already left the station. By its actions, however, it can influence the conditionality imposed as part of the solution, perhaps the timing, and certainly can impact – for better or worse – on the living conditions of the Kosovo Serb population. Moreover, how it conducts itself throughout this period can create a much better – or much worse – relationship for Serbia itself with the International Community. I don’t envy Serbian politicians as they try to navigate their way through the landmines that surround this very sensitive question. They have to consider both how history will treat them and how they will be perceived by their constituents. At the same time, they will need to consider how best to move Serbia ahead to take its rightful place in Europe. At best, it is a major challenge to reconcile these potentially conflicting interests. Perhaps it is even impossible.

They will be helped considerably in this process, however, if the Serbs now living in Kosovo believe that their ways of life, language, religion, culture and ties to Serbia proper are secure beyond any reasonable doubt. If this is not accomplished, however, the end result will be a mass exodus of Serbs from Kosovo and a blow to the democratic process in Serbia itself. This in turn will have regional repercussions, including most particularly for the Republika Srpska in Bosnia. While the International Community consistently and forcefully rejects any such linkage, as well as any reconsideration of the status of the two entities in Bosnia, the reality is that these questions remain open to many people on the ground.

The key to convincing the Kosovo Serbs that they have a future there is putting in place in the near future a comprehensive de-centralization of authority throughout Kosovo. As I have said in earlier columns, all it would take would be to give each town, city, and village in Kosovo the same authorities and responsibilities that their counterparts have in the United States. My city of Bradford had 10,000 residents. We had our own local police force, school system (which had to follow basic State guidelines and qualification requirements), local government, hospital, and taxing authority. While this has not been the practice in the Balkans, it is time that the international community accepts that some radical, out-of-the-box solutions are needed to get through the painful process of deciding Kosovo's future. Moreover, this decentralization needs to be done well in advance of any final resolution in order to have the needed impact on Kosovo Serb attitudes.

The problem is that the issue of decentralization is intertwined with the ethnic question. The Serbs see decentralization as the logical way to preserve their ethnic identity and rights, by giving them local control in areas in which they are the majority. Precisely for this reason, the Kosovo Albanians have strongly resisted any attempts to put a decentralization model in place. Failing to outright prevent it, they are doing all they can to either neutralize its consequences and to delay implementation.

The reality is that the overwhelming majority of Kosovar Albanians want all Serbs to leave Kosovo. Some will continue to use violence to bring this about. For some Albanians, it is fear that as long as Serbs are present with their claims to Kosovo, it is possible that the Serbian military would return. For others, it is simply hatred and a feeling that they were persecuted by them for years. With their overwhelming majority, the Kosovar Albanian control of any central government or Parliament is absolute. Regardless of their sizeable minority presence in Parliament, the Kosovo Serbs have had no impact whatsoever on that body. They have simply been “window-dressing.” The Kosovar Albanians see any de-centralization process as a threat, because it has the potential to undermine this authority. Cynically, many also assuredly realize that the lack of an effective decentralization plan would ensure the departure of the Serbs and therefore are doing their best to block it on those grounds alone.

The Serbs in turn have played into the Albanian hands by some of their actions. Statements by leaders of the Kosovar Serbs that they must follow Belgrade's directions are a case in point. The decision to boycott talks on the decentralization process similarly led predictably to decisions which were unacceptable to the Serbian population. Failure to participate in the negotiations reduced the credibility of the Serbian position with the International Community. So did actions in parts of Kosovo where Serbs refuse to acknowledge any authority of the Provisional Institutions of Self-Government. Kosovar Albanians fear -- or at least claim to fear -- that any decentralization which is done on ethnic lines will legitimize or encourage these types of actions.

Complicating the picture still more is the fact that unlike Bosnia and Croatia, where the ethnic groups had a pretty solid amount of interaction and inter-marriage, this was not the case in Kosovo. The Albanians and Serbs living there were at the best of times, still very distinct and separate communities. Therefore, attempts to establish a true “multi-ethnic” society in Kosovo face enormous complications. About the only ones who seemingly don’t comprehend the depth of this problem are many of the foreigners in charge of the whole process.

As a direct result of all of the above, decentralization has had a rocky road in Kosovo. A former Special Representative of the Secretary General, Michael Steiner, took the cynical action of turning the whole issue over to the Council of Europe to study, knowing full well that in doing so, he effectively delayed any decentralization for over a year. The current furor over "Plans A, B, and C" shows once again UNMIK at its worst. UNMIK should have understood from the very beginning that, just like the issue of final status, there could be no negotiated agreement on decentralization by the parties themselves. Both decisions will have to be imposed. UNMIK should have months ago simply decided on a thorough decentralization for all of Kosovo and used these precious months to implement it. How ironic that on issues such as collecting payments for electricity usage, UNMIK is taking a tough line, while on one of the fundamental questions which will determine real stability in Kosovo, they are meekly playing second fiddle. Time and energy have been expended in a war of words and plans between the Kosovar Albanians and Serbs and solving decentralization has become harder. It is not yet too late to do something about it. But UNMIK needs to seize the issue, carefully consider all sides and then implement a comprehensive plan. Part of it will be to look carefully at how Belgrade can and should help to make it work in positive ways for all the people of Kosovo.

Albania Receives 2005 “Ambassador’s Fund for Cultural Preservation” Grant to Restore St. Stephen’s Cathedral in Shkodër Castle

A project to restore St. Stephen’s Cathedral located in Shkodër Castle was recently selected by the U.S. Department of State for the Ambassador’s Fund for Cultural Preservation. Albania was one of 76 countries selected to receive this special funding -- the third time for Albania since the program began in 2001. The U.S. Embassy in Tirana will implement the $30,000 grant to restore the church.

St. Stephen’s Cathedral, an important Albanian monument located within the walls of Shkodër castle, is at serious risk of degradation, although it was partially restored in the 1980s. Dating from the 14th century, the church is a unique site that provides links to Albania's Christian and Muslim heritage.

The U.S. Department of State will formally announce the recipients of the 2005 Fund on August 29th. This year, the Fund will support 87 cultural preservation projects worldwide through grants totaling $2.5 million. Established by Congress in 2001, the Ambassador’s Fund for Cultural Preservation aims to assist countries in preserving museum collections, ancient and historic sites, and traditional forms of expression. Since its inception, the program has awarded 292 grants in 106 countries.

The Fund is administered by the Department of State’s Bureau of Educational and Cultural Affairs, which through a range of cultural preservation activities, promotes cooperation with other countries to reduce the threat of pillage of irreplaceable cultural heritage, and to develop long-term strategies for preserving cultural property.

Albania’s two previous awards of the Ambassador’s Fund for Cultural Preservation occurred in 2002, for the partial restoration of the Lezha Castle and in 2001, for the preservation of the Church of Saint Nicholas in Voskopojë.

Offentlige anklagere fra hele verden mødes i København

Rigsadvokat Henning Fode er i dagene 28. august til 1. september 2005 vært for den 10. årlige konference og årsmøde i den internationale sammenslutning af offentlige anklagere (IAP).

Offentlige anklagere fra mere end 80 lande mødes på hotel Scandic i København, hvor hovedtemaerne for dette års konference er vidner, eksperter og ofre. Der vil på konferencen blandt andet blive fokuseret på vidners og ofres retsstilling i forbindelse med gennemførelsen af straffesager og mulighederne for at beskytte dem mod overgreb.

Rigsadvokat Henning Fode udtaler:

”Vigtigheden af hensynene til vidner, eksperter og ofre i forbindelse med retssager må aldrig undervurderes. Uden troværdige vidner og eksperter vil det være meget svært at gennemføre retfærdige retssager. Ofrene, som ofte selv er vigtige vidner, oplever direkte de traumatiske følger af forbrydelsen på deres egen krop. Det er derfor væsentligt, at anklagemyndigheden til enhver tid søger at beskytte både ofre og vidner og samtidig sikre den rigtige balance mellem deres, den anklagedes og samfundets interesser.

Det er mit håb, at konferencen kan bidrage til at belyse disse komplekse problemstillinger yderligere og virke som et forum for erfaringsudveksling på dette vigtige område. Ligesom det er mit håb, at konferencen skaber grobund for øget international vidensdeling og samarbejde.

Baggrund:

IAP (The International Association of Prosecutors) blev stiftet i 1995 i Wien. Baggrunden for stiftelsen af IAP var den hastige vækst i alvorlig international kriminalitet, blandt andet narkotikasmugling, hvidvask af penge og økonomisk kriminalitet over grænserne. Der var derfor behov for et bedre, hurtigere og mere effektivt internationalt samarbejde mellem anklagemyndigheden i de forskellige lande.

IAP har blandt andet til formal at fremme en effektiv, fair, upartisk og effektiv strafforfølgning af forbrydelser med respekt af de Forenede Nationers Verdenserklæring om Menneskerettigheder og internationale konventioner.
