UGEOVERSIGT (resumé)


EU: Civil krisestyring: Det Danske UM skriver: EU´S KURSER I CIVIL KRISESTYRING 2006. I forbindelse med EU´s civile krisestyringskapacitet vil der i perioden januar til december 2006 blive afholdt 13 kurser i krisestyring (nærmere i nyhedsbrevet).


Kosóva: Martti Ahtisaari er taget til Wien efter første spørgerunde.


Albanien: Præsident Moisiu, PM Berisha og UM Mustafa har hver især haft møder om Kosóva med Martti Ahtisaari.

Præsident Moisiu fejrede Nationaldagen 28.11.2005 i Vlora.

Dagen efter havde han besøg af to Amerikanske Generaler. Udskrift af pressekonference er optrykt.

PM Berisha har været på besøg i EU (og NATO). Han er tilsyneladende blevet modtaget positivt hele vejen rundt. Også Indenrigsminister Sokol Olldashi og Justitsminister Aldo Bumci har været på besøg i EU/Bruxelles.

Den Albanske Forsvarsminister Fatmir Mediu har været i Grækenland. Mediu's "hovedpunkter" er gengivet i info fra det Albanske Forsvarsministerium.

CIA Fængsel i Albanien? De tidligere Ministre Pandeli Majko og Luan Rama bestrider at der har været et hemmeligt CIA-fængsel i Albanien. Der er forlydender om at USA har holdt Fanger på Camp Bondsteel i Kosóva.

Civil krisestyring: Det Danske UM skriver: EU´S KURSER I CIVIL KRISESTYRING 2006. I forbindelse med EU´s civile krisestyringskapacitet vil der i perioden januar til december 2006 blive afholdt 13 kurser i krisestyring:

I forbindelse med EU’s civile krisestyringskapacitet vil der i perioden januar til december 2006 blive afholdt 13 kurser i krisestyring. Der vil blive udbudt 5 kernekurser og 8 specialiseringskurser.

Ved ansøgning om deltagelse på et kernekursus ses det gerne at man efterfølgende deltager på et specialiseringskursus for at være forberedt til fremtidige missioner. Deltagelse på specialiseringskurser forudsætter at man har deltaget på et kernekursus eller har tilsvarende erfaring. For yderligere information om kurserne se her.

Kandidater til kurserne forpligter sig til fremtidige internationale missioner. Der skal endvidere gøres opmærksom på, at kandidater, der tidligere har deltaget i kernekurser eller specialiseringskurser, ikke vil komme i betragtning. For oplysning om yderligere betingelser til kursusdeltagere se her.

Vær opmærksom på at ansøgningsfristen for grundkurserne er 15. december, for specialiseringskurserne før 1. juli er ansøgningsfristen 15. januar. For specialiseringskurserne efter 1. juli er ansøgningsfristen 1. maj.

UNMIK meddeler: Martti Ahtisaari er taget til Wien efter første spørgerunde

Special Envoy Martti Ahtisaari stresses need for more concrete progress in Standards implementation

PRISTINA – “Status has to go with Standards, and more concrete progress is needed in the implementation of the Standards,” said Mr. Martti Ahtisaari, the Special Envoy for the future status process for Kosovo, at the end of his first regional visit since his appointment on November 14th.

During the visit from November 21st to 27th, which took him and his Deputy Mr. Albert Rohan to Pristina, Belgrade, Podgorica, Tirana and Skopje, the Special Envoy conveyed the message that more progress needs to be made in the areas of decentralisation, returns and freedom of movement.

The Special Envoy underscored that in order to achieve the above, Belgrade has to encourage the Kosovo Serbs to participate in the process of future status talks and the Kosovo institutions so that their interest can be protected.

Throughout the trip, the Special Envoy emphasised the importance of the Guiding Principles of the Contact Group. “I advise everyone to read it carefully because it provides the necessary framework for the process,” he said.

The Special Envoy reiterated that there is no timeframe or deadline for his mission. “I will work as expeditiously as I can and I don’t want to prolong the process one day more than necessary,” said Mr. Ahtisaari.

The Special Envoy and his team have returned to Vienna where the office will be based. He will travel to other capitals for further consultations before he pays another visit to the region early next year.


Samarbejde mellem Albanien og Kosóva vedr. kriminalitetsbekæmpelse. SET m.fl. skriver:

General Prosecutor Theodhori Sollaku wrapped up a two-day visit to Kosovo on Wednesday (23 November), where he discussed bilateral co-operation issues. According to a statement from his office, he met with representatives of UNMIK and the Kosovo provisional institutions. They discussed information related to suspects wanted by Albania who reportedly found shelter in Kosovo, as well as joint measures against trafficking in drugs and stolen cars.




ØST KOSÓVA / PRESEVO-DALEN / SYD-SERBIEN


For nemheds skyld bruges betegnelsen Øst Kosóva / Presevo-dalen om det omstridte område med byerne: Presheva, Medvegja og Bujanoci (Albansk stavemåde). Ca. 75 % af befolkningen skønnes at være etniske Albanere - måske omkring 70.000. En modstandsgruppe har været i funktion, men synes nu at være »lukket ned«. Gruppen kaldtes i forkortet form UCPMB (som står for noget i retning af: Ushtria Clirimtare e Presheva, Medvegja dhe Bujanoci; på Engelsk: Liberation Army of Presheva, Medvegja and Bujanoci). Gruppen sagde at den intet havde at gøre med Kosova's UCK, og at den var en lokal gruppe.

The President of the republic, Alfred Moisiu held talks with Mr. Marti Ahtisari, the Special Envoy of the United Nations Secretary General for the final status of Kosova.

During the talks, President Moisiu expressed the high considerations about Mr. Ahtisari as a renowned politician, as an affirmed negotiator and his role in ending the conflict in Kosova in 1999. By once again highly praising the decision of the Security Council for the beginning of the talks on the final status of Kosova, the Head of the Albanian State expressed to him the full support of Albania in the fulfilment of his very important mission.

Mr. Moisiu reconfirmed his known stand that Kosova cannot go Back where it was before, it cannot be divided and that it cannot join any other state by emphasizing that this accepted formula by the international factor makes up a realistic foundation for these talks and for a just and sustainable solution that does leave outstanding issues to the future and that to us means independence of Kosova.

Mr. Ahtisari who began his visit in Tirana with the talks held with the Head of the State, stated that the meetings with the highest officials in the region are part of his work and his team’s that he heads since receiving the mandate from the UN Secretary General, Kofi Annan and expressed the conviction on the support from the part of the Albanian Head of State in realizing his mission.


28.11.2005 Nationaldagen blev fejret i Vlora [se foto forrest i nyhedsbrevet]

The President of the Republic, Alfred Moisiu honoured today on the occasion of the 93rd anniversary of the Independence proclamation the memory of Ismal Qemali and placed a wreath on his grave. On this occasion at the Flag Square it was played the national anthem. President Moisiu accompanied by the Minister of Tourism, Culture, Youth and Sports, parliamentarians of Vlora district and authorities of local government bowed with respect before the flag.

Then President Moisiu greeted the citizens of Vlora who were gathered to celebrate this important day in the history of our people.

After the festive ceremony on the occasion of the National Day, President Moisiu held a meeting with the authorities of local government, family members and relatives of the Vlora patriots and fighters. The Italian Counsel in Vlora was also present.

During the talks with those present, President Moisiu emphasized the importance of this date in the history of our people as the day that placed the foundations of the Albanian state and pointed out that days like this must be respected, preserved and pass on to the next generations. After stressing that days like this one have their foundation in the fight and struggle for freedom of our people over the centuries, the Head of the State referring to the Anti-Fascist National Liberation War of our people, stressed that it gave the right to the Albanians to be enlisted among the victors and added that all the holidays have their role and the Albanians who fought to win their rights, must not lose them.

Mr. Moisiu emphasized as very important the fact that in this very important day all the representatives of the political forces were present.

President Moisiu also referred to the importance of this year for Kosova which marks the beginning of the process about its status.

The blood shed for freedom must not be forgotten, emphasized later the Head of State, by addressing to the family members of the patriots and fighter and evidenced the values and contribution of the heirs of the Ismal Qemali family, such as Mrs. Nermin Vlora Falaschi was, whose son was invited in this meeting.

During the conversation held on this occasion, the Mayor of Vlora, Shpetim Gjika expressed the gratitude to President Moisiu for sharing with them their legitimate joy and pride.


29.11.2005 Besøg af Amerikanske Generaler

After the meeting, President Moisiu and Generals Abizaid and Casey gave a joint press conference. In his press statement President Moisiu said: “We held a conversation with the generals that have come here in the framework of a conference with military men who participate in the freedom operations in Iraq. We exchanged our views on the developments there, on the importance of these developments because of the fact that the fight against international terrorism, in which our country takes part too, is a difficult war, a war that requires many sacrifices, a war that requires determination, a war that also needs clarity.

It must be said that the contribution of Albania and other allies, led by the United States is a contribution to the future of humanity; terrorism is a threat which becomes very difficult to deal with in future, if it is forgotten or if it is not dealt with at the right time.

On this occasion, I am committed as the Head of State and Commander in Chief of the Armed Forces for Albania to continue to give its contribution in the fight against international terrorism with the means that it posses in order to demonstrate not only its loyalty to the Alliance, but to enhance at the mean time the contribution to the future of humanity in the world.

At the mean time, I thanked United States for the support they give to the Albanian Army and to Albania to achieve the necessary standards for integration into NATO, which is very important for the future of our country.

I wish successes to the Generals in the very heavy and tough task of helping the Iraqi people to establish democracy and to enable the building of a better and freer life and also a happier future.

On his part, General Abizaid thanked President Moisiu for the opportunity to hold the Conference here which will configure the coalition in the future.

“We appreciate the contribution of Albania to build peace and stability in Iraq and Afghanistan. We are grateful to be here. We have been received very warmly at every level and highly appreciate your and your officers’ reception.

We are marking very good progress in the broad war against terrorism. We are optimistic about the results of broad operations. We are also optimistic regarding the results of the operations in Afghanistan. We are aware that a very broad coalition is required in order to achieve successes in this war against terrorism. I and General Casey are here to build this coalition. We appreciate the meetings with you and the Prime Minister.”

General Casey also thanked President Moisiu for the Conference and for the help that our country has given in Iraq. The coalition is being represented in this Conference by about thirty countries from around the world and General Casey emphasized the commitment to help a country of 26 million inhabitants who have lived under tyranny for three decades.

While thanking President Moisiu, at the conclusion of his speech General Casey stated: “Within a couple of weeks Iraq will hold elections to elect a constitutionally new government and the Iraqis will continue to try to progress in their path to build a better life in democracy. All the countries of the Coalition, especially Albania have contributed in this framework. Thank you very much, Mr. President!”

Question: (Briseida Mema – AFP) What would be the challenges of the coalition in Iraq?

General Casey: There will be economic and political development; to build the Iraqi institutions and the Iraqi security forces; to defeat the insurgents and foreign fighters, who are trying to found a base in Iraq. The challenges are not small; it is the will and the willingness of the Iraqis to progress helped also by the international coalition.

Question: (Mimoza Kociu – Klan TV) You stated that the coalition must be enlarged in order to achieve success. Will there be any enlargement of the coalition in the future?

General Abizaid: This is a very broad coalition which is not focused only in Iraq, but also on the entire war against terrorism, for example in Joint Staff I have over sixty countries represented by their liaison officers. Some of the countries have chosen to take part in the mission in Afghanistan, while some others have chosen to participate in Iraq with General Casey; there are some countries that have their ships patrolling the seacoast of the Persian Gulf. Our aim has always been to enlarge the coalition and it will be enlarged, but the most important part of this coalition is made by the Iraqi and Afghani forces, that make up the bulk of the missions operating there because they want to build their country.

Question: (Anita Hoxha – Albanian Public TV) In the context of future challenges, is there any plan to pull the troops out?

General Abizaid: We do not have any concrete plan.

Question: (Altin Janaqi – TVA) A question for both parties. Will there be an increase of our (Albanian) troops in Iraq?

President Moisiu: As you know we have in Iraq a contingent of 120 troops, according to the decision of the Albanian Assembly. Besides them we have troops also in Afghanistan and a joint medical team in the frame of the “Adriatic 3” Charter together with Macedonia and Croatia and we have also troops in Bosnia.

This depends on the development of the situation, on the judgement that the alliances will make and also will be based on the developments of the situation in Iraq and the words stated by the generals here that the main bulk now can be made by the Iraqi and Afghan forces, I believe that there will be no need to increase the number with other troops.

PM Berisha havde - som Præsident Moisiu og UM Mustafa - et møde med Martti Ahtisaari:

Prime Minister Berisha welcomed on Saturday the UN secretary generals special envoy for future talks on Kosovo, Marti Ahtisaari. Appraising the contribute and experience of Mr. Ahtissari in the solution of crises, the Albanian Prime Minister assured him that the Albanian government will support the endeavors of the international community for defining the Kosovo’s final status.

Mr. Berisha said that the Albanian government supports the idea that the status of Kosovo should be defined in accordance with the will of its citizens who have continuously asked for independence, and also in cooperation with the Contact Group and the international community, respecting and protecting the rights and freedoms of Serbs and other minorities.

During the meeting, Mr. Berisha said that he appraised the positive role the decentralization process can play in Kosovo. He emphasized the importance of the dialogue Pristine-Beograd in opening a new chapter in the relations between Kosovo and Serbia.

While on a visit in Brussels, Prime Minister Sali Berisha had a working lunch with the vice President of the European Commission, Mr. Franco Frattini. The Prime Minister talked to Mr. Frattini about the achievements of his government during the first governing months, and its vision for a no compromise fight and zero tolerance towards organized crime and corruption.

On his side, Mr. Frattini appraised the achievements of the government in these areas during these first months and pointed out that the European Commission will continue to support Albania in its route towards reforms. He appraised especially strikes to the organized crime groups and pointed out the necessity to continue the reform in the judiciary and prosecutor office. Further on, both personalities focused in the extension of the international cooperation of the law implementing institutions. They agreed to sign shortly the cooperation agreement between Albania and Europol.

Concerning the implementation of the EU-Albania Stabilization Association Agreement, European Commission is working to prepare a “road map” related to the visa regime facilitation.

Prime Minister Sali Berisha emphasized that Albania will remain committed to cooperate with EU and that the facilitation of the visa regime is welcomed.

Mr. Berisha invited the Mr. Frattini to visit Albania next year.

Prime Minister Berisha met on Tuesday in Brussels the European Parliament President, Joseph Borrell. Mr Berisha presented to Mr. Borrell the program and the job done by the government until now for the re-establishment of the judiciary, avoiding the conflict of interests within the government, the fight against corruption, organized crime, etc. The Prime Minister talked to the President of the European Parliament about the decision of the government for reducing the abusive expenditures in all state institutions, a decision which made possible to increase 20% salaries of the teachers and hospital employees and 15% salaries of the other categories.

During the meeting, the Prime Minister talked to the President of the European Parliament about the difficult situation in the energy field and asked him to give his assistance in improving the situation. Mr. Berisha said it is important that Albania and other Balkan countries get support from regional projects.

While Mr. Borrell expressed the support of the European Parliament for the European integration of Albania, as a country within Europe. He emphasized that the Albanian government faces great-inherited problems, such as corruption and organized crime, but he pointed out that he is amazed with the reforms undertaken by the government, which, according to him have had obvious outcome. Mr. Borrell also said that he congratulates the Albanian government for its commitment and that he supports it in this initiative.

At the end of the meeting, Mr. Berisha invited Mr. Borrel for an official visit in Albania.

“Albania has shown that it is more than an ally to NATO”, this was the appreciation of the NATO Secretary General, Jap de Hoop Scheffer during the meeting he had with the Prime Minister Sali Berisha in the NATO Headquarters in Brussels. During the friendly conversation, the Prime Minister presented the priorities of the program of the Albanian government to re-establish the rule of law, the fight against corruption and organized crime, and avoiding the conflict of interests in the Albanian institutions. Discussing about reforms in the defense field, Mr. Berisha showed that within 80 days of governing, measures have been undertaken to reform the Albanian military in accordance with the standards established by NATO for the integration in its structures. Among these standards is the increase of the defense budget, the decrease of the militiamen number, falling out of use the old military planes.

During the meeting, Mr. Scheffer emphasised the importance of the Albania’s commitment regarding the Adriatic Charter. While Mr. Berisha said, “We hope to be included in the next round of the NATO enlargement”. On his side, Mr. Scheffer pointed out that NATO membership will depend on the military and political performance of Albania. The NATO Secretary General expressed his belief on the reforms undertaken by the Albanian government. He congratulated Prime Minister Berisha for the reforms and encouraged further implementation.

Discussing about developments in the region, especially in Kosovo, Mr. Scheffer said that Albania may and is playing an important role for the Kosovo issue. Related to this, Mr. Berisha emphasized that the Albanian government encourages Mr. Ahtisari in his mission. He re-emphasized the stand of the Albanian government that the status of Kosovo should be decided in accordance with the will of its citizens who have continuously asked for independence and cooperation with the international community and Contact Group, guaranteeing and respecting the rights and freedoms of Serbs and other minorities. Mr. Berisha emphasized also the importance of the decentralization process, the homecoming of the displaced and the dialogue Pristine-Beograd for issues other than the status.

During his visit in Brussels, the Prime Minister met the Council of the North Atlantic. In the meeting, Mr. Berisha was encouraged for the implementation of reforms and had the support of the participants regarding this, especially of the USA representative. They underlined that NATO-s door is open to Albania, but it will depend on reforms. Mr. Berisha said that reforms are not reforms in paper, but the government is seriously committed to implement them.

Minister of Foreign Affairs, Mr. Besnik Mustafaj, had a meeting with the Special Envoy of the Secretary General of UN for the status of Kosova, Mr. Martti Ahtisaari.

During the meeting the Minister conformed to Mr. Ahtisaari, the stand of Albania for the status of Kosova, and presented the opinions and assessments of the Albanian government about the recent developments in Kosova.

Mr. Mustafaj reconfirmed his strongest belief for the successful accomplishment of the mission of Mr. Ahtisaari and at the same time he stressed the positive and active role of Albania without pretending to become an actor on the ongoing discussions. Moreover, he evaluated the role of the International Negotiator Group for their great support especially for the encouragement of the Albanians in Kosova to closely cooperate with the Negotiator Group and to sincerely negotiate with Belgrade.

Mr. Ahtisaari, expressed his pleasure for the constructive visit in Tirana, and highlighted that throughout the entire process, he and his staff, will be guided by the fundamental principles of the Contact Group, hoping that the negotiations will continue peacefully and will lead to an acceptable solution for both sides.

Mr. Ahtisaari, assured Mr. Mustafaj that he will constantly informed him about the problems they will faced during the negotiations and the proceedings.

Mr. Ahtisaari esteemed the role of Albania and the engagement of the Albanian authorities for cooperation with the Negotiator Group in the future.

November 25, 2005. From November 23-24, 2005, following the invite of his Hellenic homolog Spilios Spiliotopoulos, the Minister of Defence Fatmir Mediu has paid an official visit in Greece.

During the meeting with Mr. Spilios Spiliotopoulos, the Minister Mediu has pointed out the important and constant support of Greece and Hellenic AF to our AF in different fields. He said these bilateral relationships are very important for Albania, specially for the MOD.

The Albanian Government and the Prime Minister Berisha considerate our relationship as very good. The assistance of Greece has been more consistent in the military educational field and also in the health field. It is very important the building of a Military Hospital in Gjirokaster and other engineers objects in other plays.

The Minister Mediu said Albanian AF are living a reformation process and the Hellenic assistance in this crucial moment is very important. The Minister said we are part of different regional initiatives and participant of some peacekeeping troops in Afghanistan, Iraq, Bosnia-Herzegovina etc. The participation in SEEBRIG Brigade next year evidence our contribute in the regional security and peace.

On the other side the Minister of National Defence said Greece support Albania in the way of integration process. According to bilateral agreements and protocols, the relationship between our countries are in a high level. About 74 Albanian militaries are studying in academies and centers in Greece. He highlighted the importance of the assistance given by Greece to build the Military Hospital in Gjirokaster and specially in the field of Genio.

The Hellenic Minister said Albania will have the support of Greece during the difficult process of reforms, specially in the defence field and he wished soon Albania will be member of NATO. He requested the engagement of Albanian part to research and burying of remains of Greek soldiers fallen soldiers during the Second World War, in Albania and this will be symbol of a good neighbourship. The Minister Mediu said the research and burying of remains of Greek soldiers fallen soldiers during the Second World War, in Albania will start as soon as possible and it will have success.

In virtue of this law, the farmers who have not paid social insurance contributions since 1993, will be able to pay their past debts free of interests until December 31 this year. As many as 430,000 farmers will not pay interests on their unpaid social insurance contributions pertaining to the 1994-2005 period, the director of Social Insurance Institute, (ISSH), Ilir Beqja, was quoted by local media on Thursday as saying.

Minister of Interior, Sokol Olldashi held yesterday [22.11.2005] in Brussels a meeting with European Commissioner in charge of interior affairs and justice, Franco Frattini. The meeting focused on efforts taken by Albanian Government in the fight against organized crime and illegal traffics, improvement of legislation in this direction as well as strengthening control at border crossing points.

Albanian Minister of Justice Aldo Bumci participated also in the meeting. After the meeting, Minister Olldashi and EU commissioner Frattini answered to the questions raised by the media.

EU vice president, Franco Frattini told media that he assessed positively the efforts taken by Albanian Government in fighting against organized crime. According to him, Albanian Government has the support of European Commission on steps taken. He appraised the decision made by Albanian Government in prevention of rubber-speeds, which according to the international authorities this phenomena remains the main source of trafficking of narcotic plants and human beings. Referring to this direction, he assessed results which have been taken toward suppressing the network of forfeiting international documents.

At the mean time, Minister of Interior, Sokol Olldashi emphasised evaluations given by Frattini for Albanian Government’s commitment as very realistic and he focused on measures that will be taken by the Ministry he directs and all relevant structures in the fight against organised crime. In this framework, Minister of Interior pointed out that the fight against narcotic plants will not be concentrated only on actions to capture smugglers but also to confiscate their assets. Minister Olldashi has been declaring that police structures in all districts of the country will have a closer co-operation with mayors in order to identify and destroy areas planted with narcotic plants.

General Prosecutor Theodhori Sollaku wrapped up a two-day visit to Kosovo on Wednesday (23 November), where he discussed bilateral co-operation issues. According to a statement from his office, he met with representatives of UNMIK and the Kosovo provisional institutions. They discussed information related to suspects wanted by Albania who reportedly found shelter in Kosovo, as well as joint measures against trafficking in drugs and stolen cars.

Solution for Kosovo-Metohija to be sought in compromise of both sides

Belgrade, Dec 1, 2005 - Serbian Prime Minister Vojislav Kostunica said today during talks with Bulgarian Deputy Prime Minister and Minister of Foreign Affairs Ivailo Kalfin that the solution for Kosovo-Metohija should be sought through a compromise of both sides, while paying respect to international law and the principle of inviolability of sovereignty and territorial integrity of the state.

Kostunica stressed that the negotiations should be direct and that the solution for Kosovo-Metohija should be found through dialogue and compromise, in line with UN Security Council Resolution 1244.

He said that regional stability must be taken into account, and reiterated that the beginning of negotiations must not push the implementation of standards in the province into the background.

Kalfin agreed that the agreement of Belgrade and Pristina is the best way to reach a solution for Kosovo, and that regional stability and internationally recognised borders must be taken into account.

Kostunica expressed gratitude to the Bulgarian government and President Georgy Parvanov for their principled and constructive role concerning the negotiations on Kosovo-Metohija.

The two officials agreed that relations between the two countries are good and voiced readiness to improve economic and cultural cooperation.

During the talks, it was agreed that the Serbian Prime Minister will visit Sophia on December 19, signalling another opportunity to exchange opinions on the important issues of the two countries.

Folkeafstemningen 041107 om decentralisering (= imødekommelse af Makedonien-Albanske interesser): Folkeafstemningen "faldt". Stemmedeltagelsen var kun omkring 26 %. Hvis afstemningen skulle have kunnet udvirke en ændring af decentraliseringslovgivningen, skulle deltagelsen have været mindst 50%, og desuden skulle der have været flertal mod lovgivningen. Det var ventet at stemmedeltagelsen ville have været noget større, selv om både Regeringspartierne og den Albanske minoritet anbefalede at man blev hjemme. Man kan nu gå videre i overensstemmelse med Ohrid-aftalerne.
